This could be if both of the following settings have been set to allow:<\/p>\n<ul>\n<li>Inbound connections that do not match a rule are allowed<\/li>\n<li>Outbound connections that do not match a rule are allowed<\/li>\n<\/ul>\n<p>Unknown inbound connections should not be allowed.
